Best Damp Meter for Builders: Quick Answer
If you only buy one meter, buy a dual-function meter that does both pin and non-invasive measurement. The two methods answer different questions, and owning only one of them is the usual reason a damp diagnosis goes wrong.
A pin meter gives you a calibrated moisture reading at the depth of the pins. A non-invasive (pinless) meter gives you a relative comparison a short way below the surface without marking the decoration. You survey with the pinless mode to find where the wet area is, then confirm with pins.
Step up to a meter with a built-in hygrometer if you take on damp diagnosis rather than just spot checks. Without air temperature and relative humidity you cannot separate condensation from a genuine leak, and condensation is by far the most common cause you will meet in UK housing.
Prices move with kit contents and promotions, so check the current price on the maker's page against the exact model and part number, not the retailer's product title.
Pin vs Pinless: They Do Not Measure the Same Thing
This is the distinction that matters, and most buying advice glosses over it.
Pin (resistance) meters pass a small current between two pins and infer moisture from the electrical resistance of the material between them. The reading is quoted as %WME, or wood moisture equivalent: the moisture content a piece of wood would have at that same resistance. In wood that is a true moisture content. In plaster, brick or screed it is a calibrated comparison, not a percentage of water by weight, which is why a plaster reading of "20%" does not mean the wall is one-fifth water.
Non-invasive (capacitance or radio-frequency) meters push a field a short distance into the material and report a relative number on an arbitrary scale. There is no percentage and no unit. The number is only meaningful compared with another reading you took on the same material in the same building. A reading of 300 means nothing on its own; a reading of 300 where the dry reference wall reads 120 means a great deal.
The practical consequence: never write a relative pinless number into a report as if it were a moisture percentage. Survey with the pinless mode, mark the wet zone, then take pin readings inside and outside it and report those. A customer who searched a damp patch on an internal wall or rising damp will expect that distinction in writing, not a single number.
What the %WME Numbers Actually Mean
Protimeter publishes the colour bands its meters use, and they are a reasonable working scale for building materials generally.
On the Protimeter Digital Mini, the pin measurement range is 7.9% to 99% WME, with the LED bands set at Dry from 7 to 16.9, At Risk from 17 to 19.9 and Wet from 20 to 99.9. The MMS3 quotes a pin range of 6% to 100% WME, and notes that readings over 30% are relative — above that point the meter is telling you "very wet" rather than giving you a figure you should quote.
Two things follow from that.
- Around 20% WME is the decision line for most building work. Below about 17% you are in normal territory; between 17% and 20% something is worth watching; at 20% and above you have a problem to explain.
- Very high readings are not precise readings. A meter showing 60% is not twice as wet as one showing 30%. Record the band, photograph the location, and rely on the pattern of readings across the wall rather than the top-end number.
Timber is the exception where the percentage is real. For structural timber and joinery the reading is a genuine moisture content, and manufacturers supply species correction charts because different woods conduct differently at the same moisture content.

Pin-Only: Protimeter Digital Mini
The Digital Mini (part number BLD5775) is the entry point: a rugged pin-type meter with a backlit digital display and a colour-coded LED that shows dry, at risk or wet at a glance. The feature that earns its place on a building site is the accessory socket. Buy this if you check timber, subfloors and the odd suspect wall, and you are comfortable leaving two small pin marks. Do not buy this alone if you survey finished rooms for clients, because you will not want to perforate wallpaper in twenty places to find the wet patch.

Pinless-Only: Protimeter Aquant
The Aquant (BLD5770) is the mirror image: non-invasive only. Protimeter specifies radio-frequency measurement to a depth of up to 19–20 mm below the surface on a relative scale of 60 to 1000, a weight of 195 g with battery, dimensions of 190 x 70 x 49 mm, user field calibration of the non-invasive mode, an automatic calibration check, and the same two-year warranty and Bluetooth logging as the rest of the current range.
Its strength is speed and no damage. You can sweep a whole room, including behind ceramic tile and vinyl, and find where the moisture is without touching the decoration. Protimeter's own framing is the right one: the Aquant finds areas in need of further investigation. It is a search tool, not a reporting tool.
Buy this if you work in occupied, finished properties and someone else does the confirming measurement. For most builders a dual-function meter is the better spend, because the Aquant on its own cannot give you a number you can defend.

Both in One: Protimeter SurveyMaster
The SurveyMaster (BLD5375) is the long-standing default for UK damp surveying, and it is the one to buy if you want a single instrument. It has both pin and non-invasive measurement in one body, designed for one-handed operation, so you sweep for the wet area and confirm it with pins without changing tools.
The current model adds a larger display, an automatic calibration check every 50 power cycles, user field calibration of the non-invasive mode and battery life Protimeter states is three times longer than the previous generation. Bluetooth saves time-stamped readings to the Protimeter Connect app, which matters if you are producing a report for a landlord or an insurer. When You Need a Hygrometer: Protimeter MMS3
The MMS3 (BLD9800) adds the two functions that turn moisture measurement into damp diagnosis: relative humidity and surface temperature.
Protimeter specifies a pin range of 6% to 100% WME; non-invasive measurement on a 60 to 999 relative scale reading up to 19 mm deep in standard mode and up to 12 cm in sensitivity mode; an infrared surface thermometer with a 12:1 distance-to-spot ratio covering −20 °C to 80 °C at ±2 °C; and hygrostick humidity measurement quoted as ±3% RH between 30% and 40% RH and ±2% RH between 41% and 98% RH at 20 °C. The reason to want the IR thermometer and hygrometer together is simple. Condensation forms where a surface is below the dew point of the air in the room. With RH, air temperature and surface temperature you can work out whether a wall is wet because water is getting in, or wet because the room's moisture is condensing on a cold spot. Those two diagnoses lead to completely different jobs and completely different quotes, and a pin reading alone cannot tell them apart.

The False Readings Every Damp Meter Gives
A meter reports conductivity, not water. Several things conduct without being damp, and knowing them is the difference between a survey and a guess.
- Hygroscopic salts. Where groundwater has evaporated out of masonry over years it leaves nitrate and chloride salts in the plaster. Those salts hold atmospheric moisture and conduct freely, so a pin meter reads high on a wall that is not currently taking on water. This is the classic false positive behind unnecessary chemical damp-proof course work, and it is what a customer describing white salt deposits on the wall is usually looking at. A salts analysis kit, or drilled samples sent for a carbide test, is what settles it.
- Foil-backed plasterboard and metal. Foil vapour barriers, plasterboard scrim, metal lath, wall ties, conduit, pipework and fixings all send both pin and pinless meters to full scale. If a reading is implausibly high in a straight line or at regular spacings, you have found metal, not damp.
- Surface moisture. Fresh condensation, a recently washed wall or a room that has just been steamed will read wet at the surface while the substrate is dry. Non-invasive measurement is less affected by this than pins, which is one of the arguments for having both.
- Carbon. Soot in a chimney breast, black-backed insulation and some paints conduct. Chimney breasts read wet for several reasons at once and deserve extra scepticism — see damp on a chimney breast.
- New construction. Fresh screed, plaster and render are genuinely wet and will read wet for weeks. That is drying, not a defect, and it is why floor moisture testing before laying finishes uses a sealed hygrometer box rather than a spot pin reading.
The discipline that protects you: always take a reference reading on a wall you believe is dry, in the same property and the same construction, and quote your suspect readings against it.
Reporting Damp in Rented Housing
If you work on rented property, the readings you take may end up in someone else's evidence chain. Government guidance for rented housing providers sets out how damp and mould should be understood and acted on, and it is explicit that responsibility for identifying and fixing the underlying cause sits with the landlord rather than with the tenant's lifestyle.
That changes what a useful survey looks like. A photograph of a meter showing a high number is close to worthless on its own. What holds up is a set of readings that show a pattern: the suspect area, a dry reference on the same wall type, the height above floor level, the room's air temperature and relative humidity, and the surface temperature of the cold spot if condensation is in the frame.
This is the practical reason to buy a meter that logs. Time-stamped readings you can export beat numbers written on the back of a job sheet, particularly when you are asked about a visit six months later.

How to Actually Use One on Site
A repeatable routine gets you a defensible answer in about ten minutes per room.
- Take the room conditions first. Air temperature and relative humidity, before you disturb anything by opening windows or running heating.
- Sweep in non-invasive mode. Work in a grid across the wall, low to high. Mark the edges of any raised area with low-tack tape rather than trying to remember them.
- Find your dry reference. Same wall construction, same room if possible, well away from the suspect area. Everything else is quoted against this.
- Confirm with pins. Inside the wet zone, at its edge, and at the dry reference. Take readings at several heights: a wet band that fades out about a metre up points somewhere very different from one that starts at ceiling level.
- Go deeper if the surface disagrees with the sweep. Deep wall probes into the masonry behind the plaster tell you whether the structure is wet or only the finish is.
- Check the cold spots. Reveals, lintels, external corners and behind furniture. If the surface temperature there is at or below the dew point of the air you measured in step one, you are looking at condensation.
- Record as you go. Location, value, mode used and height. If your meter logs over Bluetooth, use it; if not, photograph the meter with the location visible in the same frame.
Two habits that save arguments later: check the meter's calibration against its built-in check before a survey that matters, and never quote a non-invasive number without saying it is relative. What to Buy
Match the meter to the work rather than the price.
- Occasional spot checks, timber and subfloors: a pin meter such as the Digital Mini, plus deep wall probes and a hammer electrode. Add the probes at the same time; they are what makes the meter useful beyond a skim coat.
- Regular surveying in finished, occupied rooms: a dual-function meter such as the SurveyMaster. This is the right default for most builders, damp and timber contractors, and anyone producing a written finding for a client.
- Damp diagnosis, flood restoration and drying: a meter with hygrometer and IR such as the MMS3, because separating condensation from ingress needs air and surface data as well as material readings.
- Pinless only: a narrow choice. Worth it if you specifically need to find moisture without marking anything and someone else confirms the numbers.
Whatever you buy, check the current price on the maker's page against the exact part number, and confirm what is in the kit. Meters are frequently sold as bare instruments or as kits with probes, pouch and hygrometer accessories, and the price gap between those is usually larger than the gap between competing models.
