Steaming earns its place on multiple layers, on old glue-heavy paper, on woodchip, and on painted-over paper. That is where nothing else works quickly and the machine pays for itself in one job.
The professional habit is to test all three in an inconspicuous corner before deciding. Setting up a steamer for paper that would have peeled dry is the most common wasted half hour in decorating.
