What's happening?
Wires hanging from the ceiling are typically the remains of a lighting circuit where a fitting has been removed. The conductors may be live even with the light switch off (the switch may only break the live, leaving the neutral and earth still connected). Can I fix it myself?
Do not touch the wires. Turn off the lighting circuit at the consumer unit. If you are not sure which MCB controls the circuit, turn off the main switch. Do not cut, tape, or twist the wires. You can install a new light fitting or a blanking plate yourself if you are competent and have turned off the circuit, but if in doubt, call an electrician.
