Low risk
Ruts and potholes usually mean the load-bearing base is weak, the gravel is too deep or the surface was not compacted. Topping up with more gravel does not cure the cause.
Weeds are controlled by hoeing, hand weeding, cutting and smothering, and prevented by a properly built base and a gravel layer deep enough to cover it. The RHS encourages non-chemical methods.
Concrete shrinks as it cures and moves with temperature, so cracks form unless joints control them. Salt and frost damage flakes the surface. A patch repair can be done, but it will not be invisible.
Moisture in the paving, bedding or joints reacts with many sealers while they cure and leaves blotches or a milky look. Paving Expert says this is in most cases permanent and irreversible.
