What Part P of the Building Regulations Actually Says
Part P of the Building Regulations (England and Wales) governs electrical installations in dwellings. It has applied since 2005 and is updated periodically. Scotland and Northern Ireland have equivalent regulations.

Non-notifiable work, which you can legally do yourself, includes:
- Replacing a like-for-like socket, switch, or light fitting on an existing circuit (not in a special location such as a bathroom)
- Replacing a damaged cable for a single circuit (not in a special location)
- Adding a fused spur from an existing circuit (not in a special location)
- Replacing accessories such as a broken faceplate
In Scotland, electrical work in dwellings is covered by Building Standards. Work that is notifiable in England (like consumer unit replacement) must be done by a registered electrician in Scotland or notified to the local authority verifier.
What Can Go Wrong With DIY Electrical Work
The reason electrical work is regulated is not bureaucratic caution. It's because the consequences of errors are severe. But the risk is also low if you turn off the correct circuit at the consumer unit and test with a non-contact voltage tester before touching anything. When DIY Is Legal and Reasonable
There are situations where DIY electrical work is both legal and sensible for a competent, careful person:
- Replacing a like-for-like socket or switch: On an existing ring main or radial circuit, in a room that is not a bathroom, kitchen near a sink, or other special location: legal and non-notifiable. Turn off the circuit at the consumer unit, confirm it's dead with a tester, and follow the existing wiring configuration exactly.
- Replacing a light fitting: Swapping a ceiling light or pendant for a new fitting on an existing circuit: legal and non-notifiable. Confirm the circuit is rated for the new fitting (LED fittings are fine on most circuits; large decorative fixtures with multiple bulbs may need checking).
- Replacing a fused spur: Adding a fused spur from an existing socket on a ring main: legal if not in a special location. The fused connection unit should be correctly rated for the appliance it feeds.
- Replacing a damaged accessory: Swapping a cracked faceplate, a broken light switch, or a damaged plug for a new like-for-like item: legal and non-notifiable.
Even for this legal DIY work, the golden rule is: isolate the circuit at the consumer unit, test with a non-contact voltage tester, and do not work on anything live. If you are not confident that you have correctly identified and isolated the right circuit, stop and call an electrician.
When You Must Use a Qualified Electrician
There is no legal grey area for the following. These jobs require a registered competent person or Building Control notification, and the consequences of doing them without either are severe:
- Consumer unit (fuse box) replacement: This involves live mains cables that cannot be switched off at the consumer unit itself. It requires working on the tails between the meter and the consumer unit, which are always live. This is work even many competent DIYers misjudge as simpler than it is. It is notifiable and must be certified.
- Any new circuit: Running a new circuit from the consumer unit (for a new socket, an outbuilding, a kitchen extension) is notifiable. The consumer unit must have space for an additional breaker, and the circuit must be designed to the correct current rating and cable size.
- Any electrical work in a bathroom: The entire bathroom is a special location under BS 7671. Any work (adding a shaver socket, moving a light, fitting an extractor fan) is notifiable. IP ratings must be appropriate for the zone.
- EV charger installation: OZEV (Office for Zero Emission Vehicles) grant eligibility requires installation by an OZEV-approved installer. An uncertified installation will not only be ineligible for the grant but may also void the charger warranty and create insurance exposure.
- Outdoor sockets and lighting circuits: Any outdoor electrical installation is notifiable and must meet the requirements for location and weather protection.
